Dont be considered too much about high temp spikes if CPU load and current(A) is low-medium. Even with undervolting (Curve Optimizer) the temperatures are 85+°C. I also reapplied a better thermal paste ( Thermal Grizzly) and tightened the cooler but nothing changed. The GPU shows perfect temperatures so the flow rate should be also fine.

There is nothing wrong here, don't use Clocktuner, don't undervolt your chip as you will lose performance for no reason (high voltage on low loads is by design for Ryzen architecture), 5800X is the hottest running chip in Zen 3 and that's by design.
